Although both the answer and definition are verbs in their base form, I can't understand how they can define each other.

'the ducks on the quiet?' is the wordplay.
'the ducks' becomes 'oo' (I've seen this in other clues).
'on' says to put letters next to each other.
'the quiet?' becomes 'sh'.
'oo' put after 'sh' is 'SHOO'.
