Although both the answer and definition are past participle verbs, I don't understand how one could define the other.

'georgia right to have come down' is the wordplay.
'georgia' becomes 'GA' (abbreviation for the US state).
'right' becomes 'r' (common abbreviation).
'to have' says to put letters next to each other.
'come down' becomes 'landed' (I can't explain this - if you can you should believe this answer much more).
'ga'+'r'+'landed'='GARLANDED'
