Although both the answer and definition are singular nouns, I cannot see how one could define the other.

'girl bagging rubbish' is the wordplay.
'girl' becomes 'sue' (**).
'bagging' means one lot of letters goes inside another (I've seen this in other clues).
'rubbish' becomes 'tat' (I've seen this before).
'sue' going around 'tat' is 'STATUE'.
