I believe the answer is:

Although both the answer and definition are verbs, they are not in the same form of the verb.
'command' is the wordplay.
I cannot really understand how this works, but
'command' could be 'order' (order is a kind of command) and 'order' is found within the answer.
The remaining letters 'ed' is a valid word which might be clued in a way I don't understand.
