'up' is a reversal indicator (in down clue: letters go upwards).
'north' becomes 'nissa' (I can't justify this - if you can you should give a lot more credence to this answer).
'around' means one lot of letters goes inside another.
'summit of' suggests taking the first letters.
The initial letter of 'gullion' is 'g'.
'nissa' enclosing 'g' is 'ngissa'.
'ngissa' backwards is 'ASSIGN'.

I am not very happy about this link. Some or all of it may be part of another bit of the clue.
