'deteriorate' can be an answer for 'go' (thesaurus). I am unsure of the 'down' bit.
'intimidate one over judge?' is the wordplay.
'intimidate' becomes 'deter' (I've seen this in another clue).
'one' becomes 'i' (Roman numeral).
'over judge?' becomes 'orate' (I can't justify this - if you can you should believe this answer much more).
