I cannot quite see how this works, but
'place' could be 'rate' (synonyms) and 'rate' is found within the answer.
'i' is within the answer.
'can' could be 'tin' (both are metal containers) and 'tin' is found within the answer.
'leader' could be 'e' (I've seen this in other clues) and 'e' is found within the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
