Goes on to the next page of "Reforms" (5,4,1,3,4)

I believe the answer is:
turns over a new leaf
'reforms' is the definition.
I know nothing about this answer so I cannot tell whether this works.
'goes on to the next page' is the wordplay.
I cannot quite understand how this works, but
'goes' could be 'turns' ('turn' can be a synonym of 'go') and 'turns' is present in the answer.
'on' could be 'over' (over can mean on top of) and 'over' is found in the answer.
'page' could be 'leaf' (leaf can mean a page) and 'leaf' is found in the answer.
The remaining letters 'anew' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
'of' is the link.
Can you help me to learn more?
