I believe the answer is:
reign
This might be a double definition.
'govern' is the first definition.
(I know that reign is a more specific form of the action govern)
'bad conditions say' is the second definition.
'reign' can be an answer for 'say' (thesaurus). I'm not certain of the 'bad conditions' bit.
