'regalia' can be an answer for 'crown' (thesaurus). I am not certain of the 'sceptre?' bit.

'great beer over' is the wordplay.
'great' becomes 'ai' (I can't justify this - if you can you should give a lot more credence to this answer).
'beer' becomes 'lager' (type of beer).
'over' is a reversal indicator.
'ai'+'lager'='ailager'
'ailager' reversed gives 'REGALIA'.
