I believe the answer is:
fleet
'group of' is the definition.
'fleet' can be an answer for 'group' (I have seen 'Group of ships ' mean 'fleet' so perhaps 'group' could also mean 'fleet'). I am not certain of the 'of' bit.
I don't understand how the remainder of the clue works.
