Gullible Romeo has waited, drinking whisky, outside (6-4)

I believe the answer is:
starry-eyed
'gullible' is the definition.
(I've seen this before)
'romeo has waited drinking whisky outside' is the wordplay.
I cannot quite see how this works, but
'romeo' could be 'r' (phonetic alphabet: alpha, bravo, charlie etc.) and 'r' is located in the answer.
'whisky' could be 'rye' (rye whisky is a kind of whisky) and 'rye' is present in the answer.
The remaining letters 'stayed' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
Can you help me to learn more?
(Other definitions for starry-eyed that I've seen before include "Out of touch with reality" , "Romantically optimistic" , "Naively enthusiastic" , "Naively idealistic" , "Full of unsophisticated optimism" .)
