I believe the answer is:

cashiers

'sacks from the army?' is the definition.
'cashiers' can be an answer for 'sacks' (I've seen this before). I'm unsure of the 'from the army?' bit.

'handlers of money' is the wordplay.
I cannot really see how this works, but
'money' could be 'cash' (cash is a type of money) and 'cash' is present in the answer.
This explanation may well be incorrect...

(Other definitions for cashiers that I've seen before include "sacks" , "They handle money" , "Dismisses from army in disgrace, like bank clerks" , "They deal with money" .)
