'ghana' can be an answer for 'part' (I have seen 'part of Africa' mean 'ghana' so perhaps 'part' could also mean 'ghana'). I am not sure about the 'of west africa' bit.

'hang out with american' is the wordplay.
'out with' indicates anagramming the letters (out can mean wrong or inaccurate).
'american' becomes 'a' (common abbreviation - e.g. in organisation names).
'hang' with its letters anagrammed with 'a' can make 'GHANA'.
