Happening where commuters travel? (2,5)

Ross

I believe the answer is:

in train

I'm a little stuck... Click here to teach me more about this clue!

'commuters travel?' is the definition.
I don't know anything about this answer so I cannot judge whether it can be defined by this definition.

'happening' is the wordplay.
I cannot quite see how this works, but
'happening' could be 'train' (train is a kind of happening) and 'train' is found in the answer.
The remaining letters 'in' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...

'where' acts as a link.

Can you help me to learn more?

(Other definitions for in train that I've seen before include "happening?" , "Moving forward" , "Being on board" , "Being dealt with (going by rail!)" , "using public transport" .)

I've seen this clue in the Sydney Morning Herald.
