'hard on the outside hard' is the wordplay.
'hard' becomes 'h' (abbreviation used in pencil classifications).
'on the outside' means one lot of letters goes inside another.
'hard' becomes 'tough' (associated in meaning).
'h' put inside 'tough' is 'THOUGH'.
