(arrest can mean to stop or obstruct)
'having bust' is the wordplay.
I cannot really see how this works, but
'bust' could be 'arrest' (I've seen this in another clue) and 'arrest' is located in the answer.
The remaining letters 'ed' is a valid word which might be clued in a way I don't understand.
