'stonewalling' can be an answer for 'obstructing' (stonewalling is a kind of obstructing). I am not certain of the 'discussion' bit.

'having drunk a whiskey playing for time' is the wordplay.
'having drunk' is an insertion indicator.
'a' becomes 'one'.
'whiskey' becomes 'W' (phonetic alphabet: alpha, bravo, charlie etc.).
'playing for time' becomes 'stalling' (I've seen this in another clue).
'one'+'w'='onew'
'onew' put within 'stalling' is 'STONEWALLING'.
