I cannot quite see how this works, but
'every' could be 'all' (similar in meaning) and 'all' is present in the answer.
'moment' could be 'time' (time is a kind of moment) and 'time' is located in the answer.
'occupied' could be 'at' (being occupied or busy at something) and 'at' is found in the answer.
The remaining letters 'no' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
