Having no outstanding commitments (4,4,4)
I believe the answer is:
free from debt
'commitments' is the definition.
I know nothing about this answer so I cannot tell whether it can be defined by this definition.
'having no outstanding' is the wordplay.
I cannot quite see how this works, but
'no' could be 'o' (resembles 0 - 'no' can mean 'zero') and 'o' is found within the answer.
'outstanding' could be 'debt' (I've seen this before) and 'debt' is located in the answer.
This explanation may well be incorrect...
