(I know that heist is a type of robbery)

'he finds a way to organise a' is the wordplay.
I cannot quite understand how this works, but
'he' is within the answer.
'way' could be 'st' (abbreviation for street) and 'st' is found within the answer.
A single letter 'i' remains which might be clued in a way I don't see.
This explanation may well be incorrect...
