Heads around to northern satellite city (3,7)

Ross

I believe the answer is:

san antonio

I'm a little stuck... Click here to teach me more about this clue!

'city' is the definition.
(San Antonio is an example)

'heads around to northern satellite' is the wordplay.
I cannot quite see how this works, but
'around' could be 'o' (I've seen this in other clues) and 'o' is present in the answer.
'northern' could be 'n' (abbreviation e.g. N. Ireland) and 'n' is found within the answer.
'satellite' could be 'io' (I've seen this in other clues) and 'io' is found within the answer.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for san antonio that I've seen before include "Texan mission location" , "city in the New World" , "Texan city, home to the Alamo" .)

I've seen this clue in the Sydney Morning Herald.
