(I have seen 'Tragic heroine' mean 'ophelia' so perhaps 'heroine' could also mean 'ophelia')

'blighted hope and rising trouble' is the wordplay.
'blighted' indicates an anagram (I've seen this in other clues).
'and' says to put letters next to each other.
'rising' says the letters should be written in reverse (going up in a down clue).
'trouble' becomes 'ail' (synonyms).
'ail' back-to-front is 'lia'.
'hope' is an anagram of 'ophe'.
