'air strike' can be an answer for 'offensive' (I know that air strike is a type of offensive). I am unsure of the 'highly' bit.
'action?' is the wordplay.
I cannot quite see how this works, but
'action?' could be 'strike' (strike is a kind of action) and 'strike' is found in the answer.
The remaining letters 'air' is a valid word which might be clued in a way I don't understand.
