(I know that hold can be written as contain)
'against anti-change' is the wordplay.
'against' becomes 'con' (as in pros and cons, for and against).
'change' is an anagram indicator.
'anti' with letters rearranged gives 'tain'.
'con'+'tain'='CONTAIN'
