I believe the answer is:
lapdog

Although both the answer and definition are singular nouns, I don't see how they can define each other.
'hollywood police go northwards' is the wordplay.
'hollywood police' becomes 'LAPD' (Los Angeles Police Department).
'northwards' says the letters should be written backwards (in a down clue, letters go up or 'north').
