'cobblestone' can be an answer for 'paving' (thesaurus). I'm not certain of the 'unit?' bit.

I cannot really understand how this works, but
'horse' could be 'cob' (type of horse) and 'cob' is located in the answer.
'first' could be 'one' (I've seen this in another clue) and 'one' is found within the answer.
'large' could be 'l' (eg in clothes sizes) and 'l' is located in the answer.
The remaining letters 'best' is a valid word which might be clued in a way I don't see.
