I believe the answer is:

Although both the answer and definition are plural nouns, I can't see how one could define the other.
'hospital numbers' is the wordplay.
I cannot quite see how this works, but
'hospital' could be 'h' (abbreviation for hospital on maps) and 'h' is found in the answer.
'numbers' could be 'is' (I is an example) and 'is' is found within the answer.
This explanation may well be incorrect...
