I believe the answer is:

sirocco

'hot air' is the definition.

'from teacher and officers meeting heads?' is the wordplay.
I cannot really see how this works, but
'from' could be 'o' (I've seen this in other clues) and 'o' is found within the answer.
'teacher' could be 'sir' (way of addressing a male teacher) and 'sir' is found in the answer.
This may be the basis of the clue (or it may be nonsense).

(Other definitions for sirocco that I've seen before include "Hot, dry wind from northern Africa" , "A hot wind blowing from North Africa across the Mediterranean" , "Hot wind reaching Italy from Africa" , "Hot wind that blows across the Mediterranean" , "a blow to Italy?" .)
