'bordered by' becomes 'cast' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'country road' becomes 'lane' (I've seen this in another clue).
'on' indicates putting letters inside (as in clothing 'on' a person).
'river' becomes 'r' (abbreviation for river).
'cast' placed within 'lane' is 'lancaste'.
'lancaste'+'r'='LANCASTER'
