'fit?' is the definition.
(I have seen 'Fit of anger ' mean 'temper' so perhaps 'fit' could also mean 'temper')

'how to control a hissy' is the wordplay.
I cannot quite see how this works, but
'a' could be 'per' (eg 'one a day' means 'one per day') and 'per' is located in the answer.
The remaining letters 'tem' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
