'blast' can be an answer for 'wind' (thesaurus). I'm unsure of the 'up' bit.

'how to say dammit when you've got the' is the wordplay.
I cannot quite see how this works, but
'when' could be 'as' and 'as' is found in the answer.
This explanation may well be incorrect...
