'without' means one lot of letters goes inside another ('without' can be similar in meaning to 'outside').
'point' becomes 'E' (compass point).
The initial letter of 'idiots' is 'i'.
'dally' going around 'e' is 'deally'.
'i'+'deally'='IDEALLY'

(Other definitions for ideally that I've seen before include "in optimal way" , "In a perfect world, the best possible situation" , "for best results" , "In perfect circumstances" , "Perfectly; most suitably" .)
