'shore' becomes 'prop' (I've seen this in another clue).
'received by' means one lot of letters goes inside another.
'commander' becomes 'aga' (I've seen this before).
'and' put within 'aga' is 'aganda'.
'prop'+'aganda'='PROPAGANDA'
