I believe the answer is:
edict
'official order' is the definition.
(I've seen this before)
'in rising tide see' is the wordplay.
'in' is an insertion indicator.
'rising' shows that the letters should be reversed in order (going up in a down clue).
'see' becomes 'C' (the word for the letter, according to Chambers).
'tide' reversed gives 'edit'.
'edit' placed around 'c' is 'EDICT'.
