I cannot really see how this works, but
'a' is found in the answer.
'rare' could be 'r' (listed by Oxford Dictionary of Abbreviations) and 'r' is found in the answer.
'no' could be 'o' (O resembles 0) and 'o' is found in the answer.
'water' could be 'eau' (I have seen 'French water ' mean 'eau' so perhaps 'water' could also mean 'eau') and 'eau' is located in the answer.
This may be the basis of the clue (or it may be nonsense).
