Insane road speed or a reckless one (9)

Ross

I believe the answer is:

desperado

I'm a little stuck... Click here to teach me more about this clue!

This might be a double definition.

'insane road speed' is the first definition.
Although both the answer and definition are singular nouns, I can't see how one could define the other.

'a reckless one' is the second definition.
(I've seen this before)

'or' is the link.

Can you help me to learn more?

(Other definitions for desperado that I've seen before include "Wild ruffian" , "Bandit, outlaw" , "Bold outlaw on the American frontier" , "Reckless person" , "Bravo" .)

I've seen this clue in the Sydney Morning Herald.
