'practice by old broadband provider' is the wordplay.
'practice' becomes 'use' (use is a kind of practice).
'by' says to put letters next to each other.
'old' becomes 'o' (abbreviation).
'broadband provider' becomes 'bt' (I can't explain this - if you can you should believe this answer much more).
'o'+'bt'='obt'
'use' after 'obt' is 'OBTUSE'.
