(I've seen this in another clue)

'international agreement accepting mass' is the wordplay.
'international' becomes 'i' (abbreviation eg in IMF).
'agreement' becomes 'pact' (a pact is an agreement or deal).
'accepting' means one lot of letters goes inside another (inserted letters are accepted).
'mass' becomes 'm' (symbol used in Physics e.g. f=ma).
'i'+'pact'='ipact'
'ipact' going around 'm' is 'IMPACT'.

(Other definitions for impact that I've seen before include "The striking of one thing against another" , "Force or shock of a collision" , "Crash" , "The force of one body against another" , "Forceful contact between two objects" .)
