The definition and answer can be both related to thinking as well as being plural nouns.
Perhaps they are linked in a way I don't understand?

'is out of place' is the wordplay.
'out' means to remove the last letter.
'of place' becomes 'deals' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'is' with its last letter taken off is 'i'.
'i'+'deals'='IDEALS'

'in' acts as a link.
