'is the parson shortly back on' is the wordplay.
'the parson shortly' becomes 'rev' (short for reverend, term of address for a parson; 'shortly' suggests a short form).
'back' shows that the letters should be reversed in order.
'is'+'rev'='isrev'
'isrev' back-to-front is 'versi'.
'versi'+'on'='VERSION'
