Ross

I believe the answer is:

safety

I'm a little stuck... Click here to teach me more about this clue!

'first' is the definition.
The answer and definition can be both acts as well as being singular nouns.
Maybe there's an association between them I don't understand?

'it comes after health? it is said to come' is the wordplay.
I cannot really understand how this works, but
'it' could be 'sa' (old-fashioned abbreviation for sex appeal) and 'sa' is located in the answer.
'said' could be 't' (I've seen this in other clues) and 't' is present in the answer.
The remaining letters 'fey' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for safety that I've seen before include "shot in game" , "State of security" , "Motto of the cautious!" , "Absence of danger" , "Opposite of danger" .)

I've seen this clue in The Times.
