'holds' indicates putting letters inside.
'peter' becomes 'pan' (I've seen this in other clues).
'up' says the letters should be written in reverse (in down clue: letters go upwards).
'pan' reversed gives 'nap'.
'it' enclosing 'nap' is 'INAPT'.
