Crossword Genius

It's fine, for example, to sell drugs around Ulster (6)

Ross

I believe the answer is:

punish

I'm a little stuck... Click here to teach me more about this clue!

'it's fine' is the definition.
(I've seen this before)

'example to sell drugs around ulster' is the wordplay.
I cannot quite see how this works, but
'ulster' could be 'ni' (Northern Ireland) and 'ni' is present in the answer.
The remaining letters 'push' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

'for' is the link.

Can you help me to learn more?

(Other definitions for punish that I've seen before include "Inflict a penalty upon" , "Cause to suffer for an offence" , "Mete out penalty to" , "Possibly fine" , "Treat harshly or severely" .)

I've seen this clue in The Irish Times and the Irish Times (Crosaire).
