I believe the answer is:

dovetail

I'm a little stuck... Click here to teach me more about this clue!

'join' is the definition.
(thesaurus)

'together crushing veto in local parliament' is the wordplay.
I cannot really understand how this works, but
an anagram of 'veto' is 'ovet' which is located in the answer.
'parliament' could be 'dail' (Dail Eireann, Irish parliament) and 'dail' is found in the leftover letters.
No letters remain.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for dovetail that I've seen before include "Joint - fit neatly" , "Fit together well" , "good joint" , "Fit closely together like white bird and appendage" , "Interlocking joint" .)

I've seen this clue in The Irish Times.
