Judge and reader glower? (9)

Ross

I believe the answer is:

reflector

I'm a little stuck... Click here to teach me more about this clue!

'glower?' is the definition.
Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'judge and reader' is the wordplay.
'judge' becomes 'ref'.
'and' says to put letters next to each other.
'reader' becomes 'lector' (synonyms).
'ref'+'lector'='REFLECTOR'

Can you help me to learn more?

(Other definitions for reflector that I've seen before include "One thinking" , "telescope" , "Mirror (not a good one?)" , "Newton saw through this" , "Mirror or similar object" .)

I've seen this clue in The Times.
