'the outskirts of' says to hollow out the word (remove centre letters) (only letters on the outskirts).
'new' becomes 'neverseenbefore' (I've seen this in another clue).
'york forest' becomes 'west' (I am not sure about this - if you are sure you should believe this answer much more).
'neverseenbefore' with its centre removed is 'ne'.
'ne'+'west' is 'NEWEST'.
