Just the place for a cheap cruise? (8)

Ross

I believe the answer is:

steerage

I'm a little stuck... Click here to teach me more about this clue!

'cheap cruise?' is the definition.
The definition and answer can be both acts as well as being singular nouns.
Maybe there's a link between them I don't understand?

'just the place for a' is the wordplay.
I cannot quite understand how this works, but
'place' could be 'tee' (tee is a kind of place) and 'tee' is found within the answer.
'a' is found in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for steerage that I've seen before include "Cheapest part of liner" , "avoided by the "posh" set" , "space on vessel" , "Cheapest accommodations on old passenger ships" , "cheap transport" .)

I've seen this clue in the Evening Standard.
