The definition and answer can be both to do with social activities as well as being verbs in their base form.
Maybe you can see an association between them that I can't see?

'a car on the road?' is the wordplay.
'a car' becomes 'eer' (I can't justify this - if you can you should believe this answer much more).
'on' says to put letters next to each other.
'the road?' becomes 'st'.
'eer' put after 'st' is 'STEER'.
