Although both the answer and definition are present participle verbs, I cannot understand how one could define the other.

I cannot really see how this works, but
'quiet' could be 'pp' (musical abbreviation for pianissimo) and 'pp' is located in the answer.
'one' could be 'i' (Roman numeral) and 'i' is found within the answer.
This may be the basis of the clue (or it may be nonsense).
